Anne Harvey is a former Vice President of Employee Engagement at Vancouver Coastal Health where she was responsible for LEAN process improvement, HR Analytics and Forecasting, Recruitment and Compensation, Labour relations, Electronic Staff Scheduling and Timekeeping, Clinical Education and Management Education and Development. Many of the leading-edge HR programs she introduced at VCH were implemented provincially. She is now a consultant finding solutions to HR problems for medium and large organizations and non-profits. Her approach is strategic, data driven, and outcome focused.
Strategic Plan “I like to start from the big picture, look at or create an organizational strategic plan, and then map HR programs to meet the strategic plan. “Human resource problems are rarely one dimensional. Skill shortages for example, can arise from over-generalized job profiles, non-predictive testing and/or restrictive labour contract conditions. Designing solutions to most HR problems requires focus on a number of HR disciplines.
HR data is crucial to diagnosing problems and setting outcome targets. Short term solutions to data needs can be utilized while constructing recommendations for longer term improvements in HR data systems.”
Operational Plan With her broad range of experience, Anne can quickly discern organizational problems in consultation with management team(s) and generate a pragmatic plan for measurable improvements.
Anne also has extensive experience working with unions. She began training job stewards in the OTEU 378 and became president of the union representing employees at BC Hydro, ICBC and BC Transit.
